Based on what I can see in the photograph, seems like a Hindu-Sikh refugee trains headed to India. Notice the Sikh soldiers near the bottom right corner of the photo. Having two broad gauge train lines headed to one direction means that this is a major railway station such as Lahore or Amritsar.
